The Gas Network Development Plan (NDP) procedure consists of three building blocks for which the German gas transmission system operators are responsible: the scenario framework, the draft NDP plan and the first public consultation procedures. The requirements of the NDP are defined in Section 15a of the Energy Industry Act (EnWG) amended in June 2011 and based on the EU-wide Network Development Plan (Regulation (EC) No. 715/2009). The work done by the transmission system operators is submitted to the Federal Network Agency (BNetzA) for review and made available to the authorities, key market participants and the general public for comment on the FNB Gas website. The final NDP is created from the first draft of the scenario framework in nine phases.

Draft Scenario Framework

The NDP is based on various scenarios and modelling assumptions, which are published for comments in a consultation process. The scenario framework is developed, among others, by a recognised scientific expert on behalf of the transmission system operators.

Scenario framework consultation

With their scenario framework, the transmission system operators present assumptions about the development of production, supply and consumption of gas and its exchange with other countries over the next ten years. This includes, for example, planned investments in regional and nationwide network infrastructure, storage facilities and LNG regasification terminals. Market participants have the opportunity to comment for a fixed period of time.

Revision of scenario framework

On the basis of the comments received and consultation results, the scenario framework will be revised by the transmission system operators.

Confirmation of scenario framework

The revised version of the scenario framework (draft) is submitted to the Federal Network Agency. The Federal Network Agency confirms the scenario framework, taking into account the results of the public participation process.

Scenario framework

Draft Network Development Plan

On the basis of the specifications in the confirmed scenario framework, the transmission system operators draw up the consultation document for the Gas Network Development Plan (NDP) and then start the consultation process with the market participants.

Network Development Plan consultation

The NDP is drawn up with close involvement of all key market participants. In a transparent procedure, they have the opportunity to make their views known and present their requirements for the gas network of the future.

On the basis of the comments and consultation results received, the transmission system operators will revise the NDP and then forward it to the Federal Network Agency.

BNetzA consultation on Network Development Plan

A final public consultation on the NDP draft is coordinated by the Federal Network Agency (BNetzA). Subsequently, the BNetzA may, within three months of publication of the results of the consultation process, ask the transmission system operators to make changes to the gas NDP (Change Request).

The final step is confirmation by the Federal Network Agency and publication of the completed Network Development Plan for gas (NDP).

Network Development Plan

Preparation of implementation report

Every odd-numbered year, the transmission system operators prepare an implementation report describing the progress of the projects undertaken on the basis of the Network Development Plan. In addition, this report provides information on changed, cancelled and delayed projects.

The Federal Network Agency examines and publishes the implementation report and gives all existing and potential network users the opportunity to comment. The results of the comments can be used to define requirements for the next Network Development Plan or in other regulatory procedures.
