Comments on Scenario Framework for Gas NDP 2020 2030

From 17 June to 12 July 2019, the German gas transmission system operators (TSOs) gave the public the opportunity to submit their comments on the Scenario Framework for the Gas NDP 2020-2030. A total of 27 comments were received in the public consultation process. In accordance with the provisions of Section 15a of the Energy Industry Act (EnWG), the German gas transmission system operators have submitted all comments to the Federal Network Agency for an overall assessment of the Scenario Framework, and they will respond to the comments made as part of their revision of the Scenario Framework.

Consultation workshop on the Scenario Framework for the Gas Network Development Plan 2020-2030

As part of the consultation of the Scenario Framework for the Gas Network Development Plan 2020-2030, the gas transmission system operators held a workshop on 1 July 2019, which was attended by representatives of all stages of the value chain. In addition to technical presentations by the TSOs, the Federal Network Agency presented its initial assessment of the consultation document.

Market players now have until 12 July 2019 to submit their comments on the published document in a format suitable for electronic processing by e-mail to info@fnb-gas.de.

If a comment or parts of a statement made are not intended to be submitted to the Federal Network Agency and statements are not meant to be published, the consultation participant must indicate this accordingly.

One of the priority topics of the Scenario Framework for the Gas Network Development Plan (NDP) 2020-2030 published today by the German gas transmission system operators (gas TSOs) is "green gases" and their integration into the gas infrastructure. For the first time, modelling has included hydrogen and synthetic methane as green gases alongside biomethane. The Scenario Framework describes the input variables of green gases as used in the modelling process. They have been taken, inter alia, from the recent market partner survey on green gas projects conducted by the gas TSOs, and from the "Study on the regionalisation of PtG services for the Scenario Framework of the Gas NDP 2020-2030"of the Research Centre for Energy Economics (FfE), which was also published today.

To mark the occasion, FNB Gas Chairman Ralph Bahke, underlined the importance of green gases for achieving the ambitious climate protection targets: "It will not be possible to efficiently decarbonise the industrial, transport and building sectors without making green gases part of the future energy system. It is therefore imperative to consider developments in the Scenario Framework for the Gas Network Development Plan at an early stage."

Inga Posch, Managing Director of FNB Gas, added: "The Network Development Plan is the basis for making the gas infrastructure fit for the challenges of the future. With this Scenario Framework, the gas TSOs are taking an important step towards the decarbonised energy system of the future. "The market area merger planned for 1 October 2021 also plays a central role in the Scenario Framework. Commenting on the current status, Bahke said: "The Scenario Framework reflects the current development status of the new capacity model for the Germany-wide market area. Its aim is to create more liquidity for the German market by keeping the capacity level of the current Gas NDP 2018-2028 unchanged. We are currently discussing a number of models and measures with the market and the Federal Network Agency." The gas TSOs have included the concept of market-based instruments in the Scenario Framework, and it will also be used in the modelling for the Gas NDP 2020 2030.

As regards the development of future gas demand, the Scenario Framework has been consistently enhanced and therefore takes account of current climate protection scenarios as well as the most recent reflections on Germany's coal phase-out. The consultation process for the Scenario Framework for the Gas NDP 2020-2030 will end on 12 July 2019. The accompanying workshop, to which all market participants have been invited, will be held in Berlin on 1 July 2019. For the first time, an English translation of the Scenario Framework for the Gas NDP 2020-2030 will be published, and simultaneous interpretation into English will be provided during the workshop. The gas TSOs wish to point out that green gas project notices and applications according to Sections 38/39 of the Gas Network Access Ordinance (GasNZV) can be submitted up until the end of the consultation period.

Invitation to accompanying workshop organised as part of the consultation of the Scenario Framework for the Gas Network Development Plan 2020-2030

On 17 June 2019, the German gas transmission system operators will publish the consultation document of the Scenario Framework for the Gas Network Development Plan 2020-2030, which was drawn up in cooperation with Prognos AG.

The accompanying consultation workshop on the Scenario Framework for the gas NDP 2020‑2030 is intended to continue the dialogue with market players. The gas transmission system operators would like to give you the opportunity to discuss your questions about the Scenario Framework and to make your suggestions.

The workshop will be held at the Hotel Melia Berlin, Friedrichstraße 103, 10117 Berlin on 1 July 2019 from 10:30 to 16:00 hours and is aimed at both German and English-speaking participants, for whom we will provide simultaneous translation.

For this reason, the German gas transmission system operators (TSOs) are extending the deadline for companies and project managers to report green gas projects for the Scenario Framework until 12 July 2019.

"We have already had a good response rate for green gas project notifications. The timeframe for the NDP 2020 allows us to extend the market enquiry a little longer. By doing so, we want to give an even wider circle of project promoters the opportunity to provide feedback," explains Inga Posch, Managing Director of FNB Gas.

"The project notifications help us to allow for the integration of green gases into the German gas transmission system in our assumptions for the Network Development Plan 2020 at an early stage.

Apart from the planned plants, the projects surveyed will mainly include withdrawals of green gases from and injections into the TSOs’ pipeline systems. The notification must be submitted to the local TSO. In order for the planned projects to be taken into account in the Gas NDP 2020, the local TSO needs a full project description which must include the location of the planned network connection, the technical plant parameters (generation capacity, entry/exit capacities etc.) and the gas quality (e.g. hydrogen content). Further information on the details to be provided along with a list of the responsible contact persons is available on the FNB Gas website at www.fnb-gas.de.

Gas transmission system operators launch market survey on green gas projects and sector coupling

For this reason, the German gas transmission system operators (TSOs) are asking companies and project managers to report their green gas projects for the Scenario Framework by 15 May 2019. This will give the NDP process an even more coordinating role in future when it comes to integrating more green gases into the German gas transmission system while also taking into account the requirements for gas infrastructure resulting from the energy transition and the coal phase-out.

"The provision of information on planned projects will help us to take account of sector coupling in the early stages of our planning work for the Gas NDP 2020," explains Inga Posch, Managing Director of FNB Gas. "In addition, we will be able to identify potential regions where, for example, an increased admixture of hydrogen or even a fuel switch – i.e. a complete conversion from natural gas to hydrogen – is conceivable. Apart from the planned plants, the projects surveyed will mainly include withdrawals of green gases from and injections into the TSOs’ pipeline systems. Posch adds: "Our members will play a critical role in meeting the climate targets for 2050. Sector coupling is one of the key instruments for the success of a safe and cost-efficient energy transition".

Gas TSOs point to deadline for capacity reservations according to Section 38 and capacity expansion claims according to Section 39 of the Gas Network Access Ordinance

The German gas transmission system operators wish to point out that capacity reservations according to section 38 and capacity expansion claims according to section 39 of the Gas Network Access Ordinance (GasNZV) for gas-fired power plants ) must be submitted to the responsible gas transmission system operators by 31 March 2019 in order to be considered in the consultation document of the Scenario Framework for the Gas NDP 2020-2030.
