TSOs publish addendum to the 2016-2026 NDP for gas

Today the TSOs also publish an addendum to the 2016-2026 NDP on the FNB Gas website (www.fnb-gas.de). In releasing the addendum the TSOs are delivering on their obligation to incorporate the measures necessary to carry out the Nord Stream 2 project into the 2016-2026 NDP once the related German permits and approvals have been granted, which is now the case.

German gas TSOs publish final NDP for the period from 2016 to 2026

  • €3.9bn earmarked for expansion of national natural gas infrastructure over the period to 2026
  • 113 projects to secure long-term gas supply security in Germany

Berlin, 16 October 2017. The German gas transmission system operators (TSOs) have today published the final version of their 2016-2026 Gas Network Development Plan (below referred to as the “2016 NDP”). The document now published by the TSOs is a revised version of the draft 2016 NDP released in April 2016. German TSOs submit second draft 2016-2026 Gas NDP to Federal Network Agency

The German gas transmission system operators (TSOs) have today submitted the second draft of their 2016-2026 Gas Network Development Plan (NDP) to the national regulatory authority Bundesnetzagentur (Federal Network Agency) and published it. The TSOs had to revise the previous draft in order to take account of the planned power stations at Altbach and Heilbronn am Neckar.


The second draft was made available for public consultation by the TSOs from 27 February to 17 March 2017. Eight responses were received over the course of this consultation and analysed by the TSOs as part of their revisions.

German gas transmission system operators publish second consultation document NDP 2016-2026


The German gas transmission system operators (TSOs) are again consulting market participants on their 2016-2026 Gas Network Development Plan (NDP). This new consultation is being held in response to a decision of 3 January 2017 in which the German national regulatory authority BNetzA (Federal Network Agency) amended part of its earlier decision confirming the Scenario Framework document underlying the 2016-2026 NDP in order to reflect the holding in a case recently heard by Düsseldorf Higher Regional Court. According to the regulator’s decision, the TSOs are to include the power stations planned to be constructed at Altbach and Heilbronn am Necker in their 2016-2026 NDP.


Market participants are invited to submit their responses to the second consultation document, which is published on the FNB Gas website (www.fnb-gas.de), to info@fnb-gas.de by 17 March 2017. Since only minor changes were made, the TSOs have decided not to hold a consultation workshop this time around.


In case the response or part of the response should not be published or transmitted to the Bundesnetzagentur, this has to be indicated by the participant of the consultation.

Germany’s TSOs are to hand over the 2016 NDP for gas to BNetzA

 

The draft 2016 Gas Network Development Plan (NDP), which the German gas transmission system operators (TSOs) today submitted to the German national regulatory authority Bundesnetzagentur (BNetzA), provides a comprehensive action plan for network development to ensure a natural gas supply that is fit for the future.

Other than working on the actual content of this year's NDP, which is the fifth to be produced since 2012, the TSOs have placed a particular emphasis on further improving transparency. At http://www.nep-gas-datenbank.de they have now published a database for the first time to provide details on the metrics on which the NDP works have been based.

Due to legislative changes the next NDP will be published in two years' time.

On 25 February 2016 the consultation workshop on the NDP 2016 took place

 

In the course of the consultation process on the NDP 2016, German gas TSOs invited to a workshop in which representatives of different sectors of the energy branch participated. In addition to the presentations of the German gas TSOs, the Bundesnetzagentur presented its first evaluations of the NDP consultation document.

Germany´s gas transmission system operators (TSOs) published the consultation document of the Network Development Plan (NDP) for gas 2016.


Market participants are invited to comment on the draft by March 4, 2016.

Consultation workshop on the Network Development Plan Gas 2016

 

The German gas transmission system operators intend to publish the draft NDP Gas 2016 on 15 February 2016. The NDP is based on the scenario framework approved by the German NRA Bundesnetzagentur and which had been elaborated by Prognos AG, commissioned by the German transmission system operators.


The workshop aims at continuing the dialogue with all market participants and transmission system operators and would like to give you the opportunity to raise questions on the NDP Gas and make suggestions.


The workshop will be held from 10:30am to 4pm on 25 February 2016 at the Hotel NH Collection Berlin, Friedrichstr. 96, 10117 Berlin.

After confirmation of the Scenario framework for Network Development Plan Gas 2016 by the Bundesnetzagentur, German gas TSOs begin to draw up the draft for NDP Gas 2016.

Comments on the scenario framework for the NDP 2016

Market participants were given the opportunity to submit their comments on the scenario framework for the NDP 2016 until 14 August 2015. In the course of the public consultation procedure a total of 28 comments on the scenario framework were submitted.


In accordance with Section 15 a, Energy Industry Act (EnWG), the German transmission system operators have forwarded all the comments received to the National Regulatory Authority (Bundesnetzagentur/BNetzA) for the assessment of the scenario framework submitted and will take these comments into consideration in their revision of the scenario framework. Except in cases where the parties submitting comments did not give permission for publication, the comments are included in the following file:

Transmission system operators publish draft for scenario framework for Network Development Plan Gas 2016


As a basis for the network development plan for gas, Germany's TSOs published the draft scenario framework for the 2016 NDP today. It lists different modelling scenarios for the country's transmission system and covers the period until 2026.

With the publication, the scenario framework will now be subject to public consultation. Market participants may make comments in writing in a format suitable for electronic processing and send them to info@fnb-gas.de no later than Aug. 14, 2015.

In case the response or part of the response should not be published or transmitted to the Bundesnetzagentur, this has to be indicated by the participant of the consultation.

Invitation for the consultation workshop on the scenario framework for the German Network Development Plan Gas 2016

The German gas transmission system operators intend to publish the draft of the scenario framework for NDP Gas 2016, which had been elaborated by Prognos AG, on 27 July 2015.

The workshop aims at giving all market participants the opportunity to raise questions about the scenario framework and make suggestions.
