2018-2028 Gas NDP: German gas TSOs publish grid expansion proposal for TENP supply security scenario

Following on from the draft 2018-2028 Gas Network Development Plan (NDP), the gas transmission system operators (TSOs) are proposing to build 54 km of additional transmission infrastructure for the TENP (Trans Europa Naturgas Pipeline) supply security scenario. The work is to be carried out as part of three grid expansion projects worth a total of €171 million. The relevant draft was today submitted to BNetzA.

TSOs launch consultation on TENP supply security scenario

The German gas transmission system operators (TSOs) have today published the TENP (Trans Europa Naturgas Pipeline) supply security scenario and launched a two-week consultation on the document, which comes in addition to the draft 2018-2028 Gas Network Development Plan (NDP) released earlier this year.

The TSOs have modelled the new alternative supply security scenario to examine what the situation would look like if the current transportation constraints affecting the TENP I pipeline system were to continue beyond 1 October 2020, which is theoretically possible.

The TSOs have analysed several scenarios to take account of the supply security needs in the German state of Baden-Württemberg and the demand for southbound transports to Switzerland and Italy. Two of these scenarios have been fully modelled and the resulting network development projects identified.

German TSOs submit Draft 2018-2028 Gas NDP to Bundesnetzagentur

The German gas transmission system operators (TSOs) have today submitted their draft 2018-2028 Gas Network Development Plan (NDP) to the German national regulatory authority Bundesnetzagentur (Federal Network Agency). The document, which is also published on the website of the TSO association FNB Gas, sets out the TSOs’ detailed plans for the future development of the German network to ensure a secure supply of natural gas in the period to 2028.

33 responses had been received by the TSOs during a public consultation on the NDP conducted beforehand, with a majority of market participants expressing their support for the network development proposal put forward by the TSOs. The network development projects described in the 2018-2028 NDP include measures for the provision of an additional 66 GW in exit capacity required on Germany’s borders and for building another 70 GW in exit capacity to facilitate the gas quality switchover process currently under way, in the course of which supply areas presently receiving low CV gas are being converted to high CV quality.

2018 NDP confirms continuity of earlier network development projects whilst taking account of additional European import needs and addressing the important role gas infrastructure has in delivering the energy transition

The German gas transmission system operators (TSOs) have today launched the debate on the 2018-2028 German Gas Network Development Plan (NDP) by publishing a consultation document on their first draft.

The TSOs also host an accompanying workshop, which takes place on 20 February in Berlin. The plans set out in the consultation document are based on the corresponding scenario framework previously confirmed by the German national regulatory authority Bundesnetzagentur (Federal Network Agency) in the middle of December 2017.

The 2018-2028 NDP outlines the measures the TSOs propose to carry out to ensure that the German gas supply stays secure in the future, with projects worth some €7.0 billion to be delivered in the period to 2028. The gas quality switchover process currently under way to permanently convert the gas infrastructure currently using low CV gas to high CV quality brought about by the decline in low CV gas production in Germany and other European countries remains a key focus...more

Market participants are now invited to submit their comments in writing in a format suitable for electronic processing to info@fnb-gas.de by 2 March.

In case the response or part of the response should not be published or transmitted to the Bundesnetzagentur, this has to be indicated by the participant of the consultation.
